Delayed/Slow Shifting, High RPM

I have a similar condition in my 2001 Blazer with the 4.3. Seems slow to shift and unless you let way off the gas pedal it waits till about 4000rpm. If you ease up on the accelerator it'll shift normally, but then you're also accelerating really slow and completely unacceptable for freeway merging, etc.

Where it says the issue could be - "Poor line pressure rise due to leaking boost valve, clogged EPC filter screen, failing EPC solenoid, or worst case: leaky seals throughout."
Knowing old stuff really well I was hoping this could be a vacuum (hose or diaphragm) related thing, with the engine needing to rev higher to build enough to shift.
There's also mention of - "Brake pedal switches improperly adjusted (always on), TCC solenoid failed, TCC clutch worn out (must remove transmission and replace TC)."
And this issue seems possibly relevant since the ABS and E-Brake light have been on since I've owned it, but neither are malfunctioning. ABS works great and so does the E-Brake.
