Default Mystery part

I bought a 98 blazer from a blind mechanic... The washer fluid rez was sucking air and adding fluid killed the engine. I traced the lines and it was hooked up to this (see photo). For the life of me I can't figure it out! Can someone please identify this? Any info is appreciated!

Well it looks like a vacuum ;line that goes in the hole behind it in the picture. And there should be no vacuum lines attached to the washer fluid res. Electric pump
