Default Harmonic Balancer replacement to remedy shredding belts

I have owned a 2000 S-10 Blazer for 4 months. I have replaced all pulleys except the power steering pulley, due to squealing. I then replaced the serpentine belt, which eliminated the squealing. However, in 2 months the vehicle has shredded 2 serpentine belts.

I have been told that the Harmonic Balancer's rubber insert may be worn (151K miles on vehicle) and need replacement. I am told that the pulley that attaches to it (which attaches directly to the crankshaft) may be the only pulley that could wobble and cause the belts to be shredding. Therefore I am considering replacing the Harmonic balancer to prevent further belt shredding.

Has anybody ever done this to remedy squealing and belt shredding?
