Default IAC count increasing with throttle

Is the IAC count suppose to move with the throttle? When I step on the pedal the count will go from 40 to around 90. I thought it was only used for idle and when you left off the gas. Thanks

It moves to a more open position so it can gradually bring the RPMs down to the idle rpm without undershooting.
