Actually, 55psi should be enough fuel pressure on a '95, if yours has the same intake as my '96. I'm almost willing to bet that the problem is your starter. I know because I replaced mine recently, after eliminating all the other possibilities. Also, don't be surprised if you find you have to replace the battery too, since a bad starter can drain it.

What's funny is that my fuel pump then died two months later, so I had to replace it anyway.My pump actually had to dip below 46psi before it wasn't enough to start the engine.Good luck.
