Default Very slow shift from reverse to drive

Lately on the mornings when its been cold here in Wisconsin ( somewhere around the 0 degree mark ) when backing out of my driveway, it shifts very slow from reverse do drive. it took almost 2 seconds to shift this morning. It also was somewhat delayed going from 1st to 2nd, but shifted fine after that all the way up to highway speed. Is this normal? i don't know too much about trannys but the fluid level is where it needs to be and the ATF looks somewhat clean on the stick. would putting a pan heater on the tranny help with this? it only does this on days that are sub 10 degrees. Any help would be appreciated.

I would think a pan heater would only be a band-aid for what is really wrong?

like i said i dont know much about transmissions so im not shure if this is normal when its cold or if there could be something wrong with a solenoid or something.
