So this is exactly what i'm after, a To-Do list of things that needs to be modified in order to achieve this. For example when you say modify intake - then my question would be "to what exactly?" and so on..

The 1990 throttle body injected computer can be upgraded with an aftermarket replacement chip. I ran one in my 91 tbi and was not impressed. They're basically the electronic equivalent of flipping the old air filter cover over for an imagined horsepower boost.

If you're happy with the way it runs and just want it louder at idle, make lemonade out of your 2 into 1 exhaust system. Get an electric exhaust cutout for the pipe before the muffler. You'll have a button to open and close the valve to make as much noise than you want.
