Brake Hose Assemblies sold under the Delco line, PN 78-36761 are in four violations of US Law - NHTSA - FMVSS Motor Vehicle Regulations for

I bought these from Summit. They look good. That means nothing. The hose assemblies are required to pass pressure and flexibility tests.
Manufacturers (and Manufacturer-Importers) are required to do safety testing on critical automotive safety parts. They are not required to file test results, but are required
to have done and documented them (in-house), and their Manufacturers identity is required to be on file with NHTSA, and the part identified as to its Manufacturer identity
5.2.1 (c) identifies month and year (M/Y) not (M/D/Y) of Manufacture as legally required,
5.2.4 indicates "Band" or "Labelling" - Manufacturer have violated this Paragraph by affixing a PRINTED LABEL, not a "band" nor is it "labelling" per 5.2.4.1 which requires "labelling" by "etch(ing), stamp(ing) or emboss(ing) with a designation at least 1/16" high. The cheap stick on plastic (or paper) label affixed is not in compliance, it is not "etch(ing), stamp(ing) or emboss(ing) of the END FITTING, it is a label AROUND THE HOSE at one end,
5.2.4 Part does not contain "BAND attached so as to move freely," hose has flat sticky label, not a band nor free to move. BAND must be ETCHED or EMBOSSED, or STAMPED with letters 1/8" inch high, LETTERS ON THE NON CONFORMING LABEL ARE 0.080" NOT HIGH ENOUGH.

Chinese Manfacturers CAN make the best quality goods on the face of the Earth. They are also famous, especially in the Nuclear world, for making and fraudulently marking and selling Counterfeit goods.
The reason Law requires a BAND around the hose is that it is a permanent ID that must, and can only be attached at the time the Manufacturer assembles the hose, end fittings AND band into a hose Assembly.
The cheap printed label could be put on at any time during, or after, manufacture. The ring and its ID are permanent, labels are not. The ID and DOT symbol are also required to be stamped (etc) on one end-fitting (metal fitting) and it is not on this hose assembly.
There are significant business / manufacturing costs associated with obeying such Regulations. Making and attaching a separate ID band as required by Law adds costs. You can figure out the rest...
I'm not saying that you are incorrect in your assessment on the labeling. Just to play devil's advocate, my take on this is that they likely have the clearance from one or more governing bodies to be able to label in such a way. Just like many brake lines now come with printing on the outside of the rubber line for the stripe & lettering (DOT & such) rather than embosed into the rubber when it is created. More often than not, labeling now is considered to be there for the consumer to regard upon installation, not for the life of the product itself. Things are a bit more rigid though when the GVW goes above a certain threshold (10k or 13k pounds IIRC). It would be a strech to say that they would voilate the pull, burst, or any other performance related testing with no kick-back. If they are, you have put this forum on the tip of the sword for bringing them down!
It used to be that you could contact the manufacturer (in this case AC Delco) and they would happily give you the explanation for the discrepancy. I haven't done this in a while though so I'm unsure as to the level of detail that they would get down to with an individual.
I can definitely agree that the counterfeit crap coming out of china is getting out of hand. Who is to even say that the box you received is a genuine AC Delco part? (rhetorical question) I have had numerous occasions where the more expensive GM box has come in with aftermarket junk. Just recently I received a NOx sensor for one of my work trucks that was clearly an aftermarket sensor, but was delivered in what looked like a GM box. The part came from Rock Auto and they happily exchanged it without question. I doubt that it was anything they had done, rather someone had bought it previously, carefully swapped the parts, and then returned it as "unopened". Moral of the story, inspect your parts and make sure they are what you ordered.
