Default Code 22 TPS low voltage

been having some issues with my 89 350 TBI. It idles lopey and kind of chugs between gears, as well as running EXTREMELY rich (only getting 7mpg with 33" tires). The other day it threw code 22 and put itself into limp mode and now sporatically dies while driving. I highly doubt its the actual TPS I was wondering if you guys think it could be a fried ECU/ECM or a bad ground somewhere. Or if there are any other things I should look into.

The SES light now goes on and off once or twice every mile or two. The symptoms come and go with the SES light which leads me to believe even more that it is a shorted wire. I have checked all the wires I could reach without removing the dash and found nothing. Also checked wires running through the firewall and along the frame and still nothing. Anyone have a direction to point me in? I feel like a blind man trying to paint a masterpiece with my toes here...any help or ideas would be GREATLY appreciated.

I ohmed out the TPS and it had no bad spots. From my understanding though you should have the positive in the center pin and the negative in EITHER of the two other pins. I only get a reading off of the black wire and nothing from the grey wire. Is this bad or am I just misunderstanding how to check the TPS? I also checked the blue and grey wires for continuity from the tps all the way back to the ecm and both are ok.
