Default 2002 blazer spare tire carrier hoist seized , how to?

OK so the spare tire hoist is seized up it won't budge, I can cut this thing off the bottom and get the tire out but my question is does anyone know how to remove the hoist without taking the bumper off?
I sprayed everything with penetrating oil but is there any trick to getting it to work ? I have my doubts it will ever work
this is what it looks like

I never Uninstaller mine, so not sure about the bumper removal. If you were able to spray everything, is there room to fit a socket with an extention?

There is only 2 bolts holding that square mechanism on but the top one you can't get to it from underneath

I don't see any access from the top without removing your bumper, so I think you'll have to.

Yeah probably going to have to cut the bottom piece or the cable to get it out, take the bumper off and put a new hoist on to get it all fixed up.
Right now I have to get it out of the way to replace shackles

Be very careful and inspect the cable fully. Being this age, they won't have the strength they did without proper maintenance.

I snugged mine up, the gave it a boot to test it on a "severe bump feel", and it was fine.... until I gave I a second boot for that unexpected pot hole, and it fell...

I found a tire carrier to solve that problem.

Thanks I will check it out further after I take it back out again, I smacked it with a 3 pound hammer and it stayed up in there, for now I'm happy to get it out I have to put shackles on the back so it needs to be out of the way
The cable itself looks good but I will need to check further where it hooks onto the bottom part , that is where it might fail
