Default 4x4 not working

So I have a 99 2door push button 4wd. I don't have any lights showing on the buttons, Ive put in a different TCCM, A different push button module, the front wheels spin when I try and activate the 4wd. The only thing I can think of to do is replace the actuator. Any other thoughts or things I'm missing?

3 button or 4 button switch on the dash?

If it has 4 buttons, Check all 4 fuses using a test light or DVOM. Do not remove the fuses while checking them. Test both terminals on each fuse:

In the underhood fuse panel:
CRANK fuse 10 amp must show battery voltage with the ignition in the CRANK position.
ATC fuse 20 amp must show battery voltage at all times.

In the instrument fuse panel:
4WD fuse #15 10 amp must show battery voltage with the ignition in the RUN position.

GAUGES fuse #4 10 amp must show battery voltage with ignition in RUN and CRANK positions.

Post your results.

Default Fuses

Most of my fuses, 10a in particular aren't getting any power to them, but they look fine, in both the drivers side fuses and under the hood fuses on the drivers side.

3 buttons or 4 on the dash switch?

Did you test exactly as described in post #2?

For the TCCM, how did you remove the kick panel?

Grab the top and forward edge, and pull toward the driver side of the vehicle.
