I can manually turn the t-case and feel the driveshaft lock-75% of the time. The 'rebuilt' encoder I bought from O'Reilly's sounds like it's simply not strong enough to fully 'click' it into position. I'm am curious why it 'misses' locking in 7 times out of 10 when I manually turn it.
