Gas hard to get in

2004 trailblazer. New filler neck and rollover valve gas pump keeps clicking off. 20 minutes to fill tank. Check calve and neck ok. Unplugged vapor canister slightly better. Help please next step

Replace the charcoal canister. Clean the hoses.
