Default Ground Strap???? PLEASE HELP

Hello I was working on my 2001 chevy blazer and was wondering where this grounding strap went and what it was. Thank you

It won't allow me to add more photos but it comes from the gas filler cap and leads down but do not where it attaches to. It looks like it attaches to a module that is a attached to the rear cross member between the gas tank and rear bumper. If that will Help.

If it's coming from the fuel filler then it should ground to the cross member above the rear axle. I believe it's to reduce the chance of spark from static electricity.
