Default New to form and 94 blazer

Hi guys im new here. I just traded my snapper RER for a 94 blazer. Not the prettiest thing but runs and drives great 134,xxx miles. The guy told me that sometimes it does not start, and if that happens there are two clips in the throttle or under the air filter that have to be disconnected and reconnected and it will run just fine again. I have provided cpl of pictures to show. Thanks for the help.

Those attach to the injectors.

but why would i have to disconnect them whenever the car wont start and reconnect them to make it start up just fine?
