Where to get a good one and whats a good one to get for a blazer???

The programming option for a '95 gets a little obtuse based on whether you have OBD I, OBD '1.5', or OBD II. You would need to determine which you have by browsing with the 'search' function for something like 'OBD connector' and looking at the pictures to see which one matches your's. Then you can learn more about whether a programmer is available for your engine.

Have you thought of just a PCM tune? There are a few threads on here about them. One of them will send you a brand new, fully tuned PCM for $170 I think. That way you can always switch it back if need be.
