Another idea is to put (2) 1/4" nuts on, tighten them to each other and then try to loosen the bottom one.......do you know what I mean?

I havent bothered to find the vise grips yet, i will tommrow. it was raining today and i had work so i didnt have a chance. Ill let you all know tommorow

ok i got it off but how typical is this: i realized i must ahve left my vise grips in my friends truck but I dont want to have to wait so i go down the block to home depot and buy some new ones. I get home open up the hood screw off the wingnut and the cover comes right off likes it supposed to. Oh well, I need new vise grips anyways. And looks like a new air filter soon too
