Nasty Emissions cleaning chemical?

This question isnt really specific to Blazers. But I have a vehicle that has amoung other things a plugged catalytic converter. The engine sputters in the exhaust and doesnt accelerate until it hits 3500 rpm. Im 99% sure its related to that issue.

I had somebody tell me there is a highly caustic chemical that goes through the engine possibly via air intake, and burns all carbon buildups in the engine and blows it out of the exhuast and also unplugs the converter... I was told this kit runs about 75-100 dollars, but when I went to autozone they had no idea what it was. The person who told me doesnt know a brand name or the proper name for it ;just called it an "IV drip" (as in medical terms). Does anyone have any idea what it is or where I can get it?

I have never heard of such a thing. Did they say it is a gas or liquid?
