perhaps it's one of those odd differences between the 2-door and 4-door blazers, or just a change in the later years. it almost looks like dash covering is molded to the compartment, but there are a couple 'finger' holes on the sides that make it look like it could be removed. i certainly couldn't find any way to remove it without removing the dash, though.
