Default Torsion Key Install Problem

Swapping torsion keys with cheap ebay 3 inch keys, got the old ones out and new ones on the bars but puller slips off notch in key before the key is in far enough to get the block back in... I tried using a jack and a punch to see if I could push the key far enough in using the the spot where the bolt normally pushes and I was lifting the truck before it was close to being far enough up there... What am I doing wrong?

are you using the proper tool/gear puller or a modified c-clamp?
