Default 02 Blazer turn signal blinking fast

So the passenger side turn signal is in double time but only when the headlights are on, when off the turn signal functions normally. All my bulbs have been changed except the high beams which both still work. Another present issue is the battery voltage gauge fluctuating with both turn signals. Hopefully you guys have some insight because automotive electrical systems are not my specialty to say the least.

Turn parking lights and 4 ways on. Watch the bulbs: If one is blinking the opposite as it should, look for a bad socket, (bad ground in the socket). Front side markers are supposed to flash opposite of turn signals.

Alright after doing this I noticed that the side markers and turn signals were alternating as they should, but the passenger side blinker is only getting about half as bright as the driver side. They are brand new bulbs so age isn't a factor, would you say this point to a bad socket or ground?

Good job! Yup, probably a bad ground in the socket, or where it grounds to the body.
