Default 2003 zr2- Ground wire to start relay - powered?

can someone explain why I would have voltage on the black wire (86 contact) on my start relay. I would assume this is supposed to supply a ground and activate the coil , pulling in the switch and allowing power to travel to the starter’s solenoid. Am I looking at a ECU issue here?

Pin 86 is one side of the coil of the relay, and if it's a negative trigger system then one side (ie pin 85) will always have power, and the relay will trip only when ground is connected to the other pin (pin 86 in this example). When power is supplied to one side of the relay, a meter will still be able to measure that there is 12v on that pin reading it through the relay coil because there is no ground present on pin 86. This is normal behaviour.

That makes perfect sense. Thank you for the reply. Do you know what sends the ground to the relay? I have had no luck finding a proper wiring diagram. I am thinking it should be supplied from the ecu, but I cannot verify short of cutting open all the harnessing!
