Default 97 Blazer fuel buffer

I have a 97 with a carb 350 and a th400. I have a mechanical fuel gauge, but can't get it to work. Could it be because of the buffer (only 97's have it)? Could the buffer be bypassed?

1998 & up 40 OHMS empty - 250 OHMS full
