Default '99 Jimmy fuel pump won't turn on with 12 volts.

The car turns over but won't catch, I've tested a couple things now and am now looking at the fuel pump. Putting direct power off the 12 volt battery won't activate the fuel pump, but using a 9 volt battery will turn the pump on. Is it just a bad fuel pump? Or something else?

How are you applying 12v to it? Checked grounds?

Turns out there was a bad fuse in the wires I was using, totally overlooked it. Thanks anyway
