Default Dash Gauges

Anyone ever have this happen or hear of it? It just started occurring.
I turn off the ignition and all the gauges shut down...as they should.
Approx 15 seconds later the needles on the temp gauge, volt meter, oil gauge and fuel gauge go to dead center...
I turn on the ignition and they all operate as they should,(...although the fuel gauge does not work...it simply goes back to full, where it has been since the day I ran out of gas 2 years ago).
