Default Elec.Windows,Blower motor not working

I have a 1998 s10 blazer checked fuses and wiring just can't figure this one out. The power to these fuses is about 1/2 of what i get from all others. Any ideas out there its making me pull my hair out. Also when i push the switch for the window the ABS light flashes if that helps anyone.

It really sounds like you have a grounding issue somewhere under the dash. Either that, or an issue with the ignition switch or possibly an issue with the 'IGN B' (50A MAXI) Fuse in the underhood fuse box which feeds both of the contacts that switch power to the circuits responsible for these two systems in the ignition switch. Attached are the schematics for the windows & the manual hvac system (assumed manual).

Been out of pocket, but this is what I did I changed out the ignition switch nothing changed. While doing that I checked the grounds all are good. Now for that IGN B fuse I can't find a fuse box under the hood on this blazer. If this helps its a S10
