encoder motor plug chaos

Ok i got 12 volts to the encoder plug again in HI and LO but i still have the same issue.
here is why i didnt have 12 volts
I played with the orange wire and the voltage kept dropping and raising So i soldered it.
here is an other video of my issue I have a spare encoder motor hooked up to the harness and its doing the same as the other one.

Update : Im not getting power to high again ... Im really getting angry now.
