Default Flash-To-Pass Not Working

Heyyyy, I've got a 98 ZR2 Blazer, and my flash-to-pass high beams are not working. Also, I believe my high beams also won't work at all if the low beams are not already on, even if you click. So at night, flash-to-pass still doesn't work, but clicking the high beams does. During the day, no high beams at all.

I was told there is a relay for this feature that probably just needs to be replaced. I looked in the fuse panels and I'm not seeing anything with an obvious label for this.

Here's a pic of my under-hood fuse panel key. Any suggestions?

There is another block of relays under the dash. There are good posts and pictures of the "body relay block" in this forum.

I do not think that FTP was added until 1999.

I'm pretty sure this truck had it when I got it. If not, I'm quite sure I was at least able to flash my high beams during the day when the lights were off.
