Default fog lights locations

What are best locations for mounting fog lights for off-road use, while preventing damage
to fog lights?

IMHO it would depend on your ride and the use you intend for the "fog" lights.

Is it a stock bumper setup and intended for use in fog or snow I would put them underneath the bumper which will then serve the purpose of creating a shadow above the light. This will avoid the glare in fog or snow.

For offroad use I would keep them within a line defined by the ramp angle (approach angle). Depending on the offroading you intend some protection may be required. Grille / lateral sheetmetal or welded tubing or such.
