which hid kit is best?
thats fudged. i dunno. all the kits i install have separate bulb #s. did you try calling xinghua city china? lol jk
essentially there is no power difference between high and low beams, its just the aim. high beams are aimed higher. but i do know that our kits come differently for each bulb type we have available. (pretty much every head and fog light out there compatible with HID bulbs) -some projectors are NOT

im going to assume they fit in either socket (sometimes HID bulbs have a removable collar to fit into other sockets.)
one socket must just be aimed higher, make sure you connect your high beams to your inner lights and if they dont fire up, you have to rewire the connector to the headlight plug (on the HID side) so that + and - are in the right spots. -you can do this with a hair pin if your gf is around (or if you use em, i dunno lol) and just swap the two wire connectors around on the harness on the bulb that goes from the cars connector to the ballast.
