Outside lights wont turn off?

Default Outside lights wont turn off?

So i have a 2000 blazer and I just found out that when my car is on and i switch the headlights and tail lights on or off they are always on, When i switch it from off to on it makes no difference at all.
If the car is off then they work, They will turn the lights off or on when i switch it.. Is that normal?
Also the interior light wheel keeps working and not working, it seems to have a loose connection
Any idea on what this could be?

All it is is your day time running lights. Perfectly normal as long as they're cutting off when the car cuts off and the switch is off. As for the interior lights, no idea.

The Autolamp option will turn the head and tail lamps on at dusk and off at dawn, when the ignition switch is in the RUN position. If it is equipped with Autolamp, there will be a sensor in the right front dash speaker grille, (little green bubble sticking up). If the lights come on during the day, it will need to be diagnosed. Make sure the sensor is not covered up with paper, gloves, etc.

ohhh yea there is that sensor, So its on even if the switch is in the off position? Thats cool I didnt even know
