Default Reverse lights are screwy.

Alright. So,in order for my reverse lights to come on i have to have my shift lever in a sweet spot. its been like this forever. Heck,i even changed out steering column the other week and its still doing it..Any ideas? What controls it? There is a white ablong shaped switch at the bottom of the column,i believe controls the lights etc. Is that the culprit? Maybe this new "used" column had the same issue.
