Volt meter in dash

Question Volt meter in dash

I have a 2000 LT 4x4 4.3 Blazer with 106 K on it...Before I start, New battery, Alternator, Belt and tensor, and has been in the shop for this problem...My Gage in the dash starts out at a little above the 12 on the Gage when 1st started and slowly works it way down to 1/2 way between 11 and 12 with no attempt to go back up...I bought this Gage that you can stick in in cig lighter and it will show you voltage.
Now it starts out sometimes around 14.7 or 14.3 and slowly works it way down to 14.2 and 14.3 will go back and forth. Could my stock Gage in the dash be going bad?
The shop guy says everything is ok and Blazers do that with the Dash Gage...I tried to explain to him I have this Blazer since new and it never went below 12 unless the Alt was going bad and then when you hit the turn sig you could see the Gage go back and forth..Now it still does that even after all the new parts and grounds...

Now the other problem is since I don't drive the Blazer as much as I use to (New Nox), I charge the battery up every so often. (New battery and new battery charger, after 20 yrs my old charger took a dump) I can't get the charger to charge pass 68% and that after 4-5 hrs...which one is bad?
