Question Windshield wiper help...please

I have a 1999 and my damn windshield wipers keep climbing up my window. They go down all the way but they pop right back up when after a stroke and when I shut them off. I have tried tightening the bolt after I pull them back down to where they belong but it didnt work. Do I have to loosen the arm take it off, place it where it needs to be and retighten it again or is it something else?

Are you sure that you aren't putting them down too far? I would remove both wiper arms & cycle the wiper motor allowing it to park normally. Then reinstall the arms so that the blades are near horizontal. While you have the arms off, take a pick (right angle pick makes things easier) and clean the splines where the arms attach.
