I live on a gravel road and it is wash-boarded all to hell. Nothing like that though. We do have a grader come by every once in a while to smooth it out also. We do have some roads that are classified as "level b" though. They have signs that say Enter at Your Own Risk. They do not get graded at all and look similar to what you posted.

There is a city about an hour from me, and one dirt road was severely damaged like that. It had ruts, washboard you name it. The people living on that road sent in a bunch of complaints to the city and they finally got attention. The city will be paving the whole road, and will have the road smoothed out about once a week (or a month) until it is paved. If it's a city maintained road they should be doing so. Get everyone who uses that road to complain about it.
