Default Fuel leak trouble

I have a fuel leak where the fuel lines go into the Spider. My question is, I purchased a fuel line o ring kit from Advance Auto and there are 2 O-rings for each line and what appears to be a plastic spacer, (which was not on the fuel lines when I started working on this problem). First, is that space always needed, seems that I do not have enough space to get the nuts on the studs when the spacer is used, second how tight do the nuts need to be on the fuel line assembly. Any assistance would be greatly appreciated.

Thank
Rodney V.
