Default New and needy

Okay so as you've read I am new just,and just turned 18.I am getting my first car and ive always wanted a chevy lzaer and it to be black I saw this photo and my heart dropped. Could you guys help me out and tell me waht ild need to do to make it look like this? please

As well I am going ot be putting in 2 12" subs not sure on the amp yet though, the box will be unported. And on the inside i was going to get red neoons for under the dashboard on both passenger adn driver sides. I was also thinking about changing those lights on top to the circale ones. And haveing the head ligths as hids and smoking out the taillights. I dont know much about cars but as i said im new and egger to learn thanks
