Default Identifying exterior part

I need some help identifying an exterior part. The photo is one I grabbed from the internet and not one of my truck; however, the part in question is in the same location. So, can anyone give me a part name and maybe number for the red outlined trim piece? Can it be painted? If so, what is the right procedure?

Thanks guys!

It can be painted, it looks to be plastic, all you need to do is how you would paint metal, the only step different is you will need an adhesion promoter before you lay down the primer and paint to help adhere to the plastic. But otherwise, its straight forward.
