Default Keeping factory alloys clean?

My finace has a 98 sport edition with rally style alloys. I cant get the spots off of the wheels. Should I try to buff them out or will that dull the shine? I dont want to use a scotch pad out of fear it will scar the rim with scratches. Anything on the market I can use?

are they painted silver or polished? if they're painted you can buff them, but be very careful not to burn through the paint. mabye rub them by hand to be safe. if they're polished, then companies like meguires makes a rubbung compound to shine them up. either way, do not use scotch pads, cause they will ruin them.
