Default Small Bubbles directly under the Gas Cap Door

I have about 5 - 10 small pea-sized bubbles appearing directly under the gas cap door on my 2000 ZR2. Has anyone experienced this?

I am not sure if the Blazer has ever been repainted, but for a 2000 the paint does appear pretty nice - although there are a couple of things that make me suspect it was repainted. If I can determine it's from bad paint-prep, I may try to sand it down and repaint it myself. If I suspect rust, I am not confident I can do the repair properly.

I would welcome any thoughts or ideas. I will try to get a picture after work if that would help.

I have this as well... I believe its just normal rust, I have seen it on many cars.... but as far as fixing it, its probably too costly to have repainted (for me )
