Swing Away Tire Carrier

I've got a 1997 Blazer that I've riden hard over the last 12 years and have decided that I love the damned thing enough to bring it back to its former glory.
One thing that I would love to resolve is the rattle coming from the swing away tire carrier. Here are the problems:
1. There is no way that I can see to tighten it so that it doesn't rattle.
2. I can't find a replacement for it, should I not be able to tighten it.
Can anyone give me a hand here?

My experience if that it's the Latch it's self. There are some rubber bumper/stops located inwards of the latch handle. It's also a good idea to keep that latch lubed up too.
Can you swing it out and lift up and feel play? If so, a Junk yard my be worth a visit.

How do you replace the bushings? Can't figure it out!
