The process goes like this:
Wrap a piece of cloth (or paper towel should work) around the ball at the end of your antenna. Use pliers (carefully) to pull that ball off.
Measure your antenna and decide how much you want to cut off. Use a hacksaw, dremel, etc whatever you prefer to cut the antenna.
Test fit the ball back on. If you cut too far down your antenna, you'll have to grind a little bit off of the cut edge of it so you can fit the ball over it.
Once you're satisfied, use some loctite on the ball and use your pliers to push it back onto the newly cut end of your antenna. Once it's seated, you can use a hammer to tap it on a little more secure if you decide to. I didn't and mine came off, so do what you will here.
Once that's done, screw it back onto the truck, or tape this opportunity to repaint it if you prefer, and you're all done.
Any shorty style antenna, home made or aftermarket will affect your radio reception. I'm 20 minutes outside Chicago and there were still stations with good power I couldn't get with the cut down antenna. Although reception was still 100% better than with the aftermarket unit.

Today was a good day for the Blazer, I got a glasspack welded in to replace th stock muffler, an I added some floormats because there wasn't any in it when I bought it.

The shop said they 'couldn't' put a turndown on it, so I'm gonna have another shop do that soon.

Tinting your whole windshield is illegal.

anything past the "AS1" line on your windshield is illegal... and as much as the Blazers windshield curve, if you were to put a "legal" tint strip on you would have like an inch in the center, making it pointless. therefore a tinted windshield is no more illegal than a common tint strip...
