Exactly. If I did anything, it would be lightly smoked side markers/turn signals. LIGHTLY. Or clear lens with amber bulbs. I wouldn't even touch the headlights/taillights.
I think once that guy gets in an accident, or anyone else with tinted headlights/taillights gets into an accident and insurance or police sees that, the blame will be pretty much automatically placed on that guy.
