4Lo Doesn't engage

So I was helping pull someone out of the snow on the side of the road and was going to put it in 4Lo and it wouldn't engage, just went back to 4Hi. What would cause that to happen?

did you put the transmission in neutral, if the trannys not in neutral, the transfer case will not into 4lo, or out of it once its in
