4wd won't engage

Would you all say that if that vacuum diaphragm doesn't travel far, that it would be the cause of the 4wd not engaging?

If it doesn't travel 1/2in to 3/4in, then the front axle probably isn't engaging. If you check out a few of the 4wd related threads in the Tech Article (DIY) section, you should find a picture of what is actually engaging inside the front axle and see why it needs to travel this far.
