Default 4x4 question

Can anybody here tell me what this actuator under the battery tray does it does not make sense if it has a shift motor then what is vacuum operated 2003 blazer 4x4 4 door

Standard 4WD - the encoder motor = shift motor shifts the transfer case from 2WD to 4WD high or 4WD low and back - vacuum actuator under the battery tray shifts the axle lock up in the front differential
