Default 96 Transfer Case

i have a 96 4x4 Blazer with the manual floor shifting transfer case and automatic 4L60-E transmission.

im having big issues with activating my 4x4 on my 96 Blazer. originally it had a big tear in the vacuum actuator it. so i replaced it and my front axle would finally lock. so yesterday i was running it in 4x4 and i shifted it out and i noticed that the light for the front axle never went off. so earlier today i pulled out the battery and pulled out the tray to check out the actuator to see if something could be pinning it. i didnt find anything unusual. so i pulled the pin on the actuator and disconnected the cable.put everything back together and took it for a quick spin and noticed that it felt like the front hubs were still locked up. so i pulled it back in my driveway and i tried to shift it back to 4 wheel drive and it wont go in. so i got up underneath it and tried to spin the front drive shaft by hand and it wont move. so im wondering whats going on. is the transfer case shot or is that the front axle is still locked up that it wont allow the transfer case to shift back into 4 wheel high or low its just stuck in 2 wheel drive. and on a side note would anyone know what type of fluid would be used in this transfer case and what kind of transfer case it could be? just in case i might have to replace it?

i can physically shift it into 2 wheel drive but the transfercase is still in four wheel drive.
could the three pin vacuum switch on the transfer case be causing this?
