99 4wd torsion bar question

My driver side torsion bar is uncranked fully, and the passenger side torsion bar is nearly cranked up fully to level up the front. If I uncrank the passenger side to normal stock height, the adjuster bolt looks normal.
My question is, is it physically possible to have the driver side installed with one flat too much?
I got the Blazer this way from the PO and have had it for a while, just now got the torsion tool in today to see if i can correct the driver side height. Looks like is 2" higher than the passenger side.
It's basically got a "reverse" lean. Driver side higher than the passenger side.

They are all like that my crewcab s10 has the passenger side cranked roughly the thickness of the bolt head more than drivers side to make both sides sit leve... Just turn the drivers side down to level it... Its a good idea to leave ildrivers side an 1/8th to 1/4 higher than passenger side due to added weight of gas tank and stuff
