Default Brake Pedal Nightmare

My friend has a 2000 Jimmy and his brake pedal went to the floor. I diagnosed it and one of the rear brake lines had a crack in it. So, long story short I replaced the brake line, and front pads, now I can’t seem to get all the air out of system.
I bled the Master, used a scan tool to run the abs pump and perform the automated bleed, and then bled all four brakes till I was blue in the face. The brake pedal still goes to the floor when the engine is started. I have about a half a brake pedal with the abs fuse pulled so the pump will not run. The pedal will not seep to the floor unless I put the 60 amp abs fuse in and start the engine. Currently, he is driving around with half a brake pedal and the abs fuse pulled. Also, there are no DTCs in the abs EBCM.

What do you guys and gals think? Bad Master Cylinder, abs module or valve body with dirt or trapped air?

Once again, I have clean no bubbles brake fluid at all four wheels and bled the system for about 2 hours. Maybe somebody has run into this before, HELP!
Thank You in advance, FrankT
