Brand new balljoints shouldn't move by hand?

Default Brand new balljoints shouldn't move by hand?

I'm putting in driver s side upper and lower t'night and was told by 2 sources that you shouldn't be able to move them by hand, before they're installed.. yuo know?
The top 1 I can't move, bottem is movable, both brand new delco parts. quick help pleaseTHX

The lower one yes. its Snug but I can move it fairly easy.

they shouldnt flop around but shouldnt be easy either. i just did a tie rod in my k5 and i kinda had to like double thumb it to push it back straight.
